Las Vegas was one of the hardest-hit solar markets in the country when Nevada's net metering rates changed dramatically in 2015 and again in subsequent years. Thousands of Las Vegas homeowners signed solar agreements based on savings projections that became inaccurate when NV Energy's buyback rates were slashed. Nevada law provides specific protections for homeowners in this situation.
Thousands of homeowners across Las Vegas signed solar contracts after being promised dramatic savings — only to find themselves locked into agreements with escalating payments, underperforming systems, and no clear exit. If you are one of them, you have legal options.
Nevada homeowners are protected by the Nevada Deceptive Trade Practices Act (NRS 598.0903), which prohibits knowingly making false representations in connection with consumer transactions. The Act allows consumers to recover actual damages, punitive damages, and attorney's fees. Nevada also has specific solar disclosure requirements under NRS 704.7801, which require solar companies to disclose the impact of net metering rate changes on projected savings. Failure to make these disclosures may provide additional grounds for contract cancellation.
Nevada's solar market was devastated by the 2015 net metering rollback, which reduced the credit NV Energy paid for excess solar production from retail rates to wholesale rates. Homeowners who signed before the rollback saw their savings projections become inaccurate overnight. Sales companies that continued selling solar using pre-rollback projections without disclosing the regulatory risk were making materially misleading representations. Subsequent net metering changes in 2017 and 2023 compounded the problem.
Most people have their solar canceled and still get to keep their equipment.
