Under the FTC Cooling-Off Rule. Pennsylvania Home Improvement Consumer Protection Act (73 P.S. § 517.3) requires contractor registration. An unregistered contractor may render the contract void.

The Home Improvement Consumer Protection Act: The Registration Requirement

Under 73 P.S. § 517.3, solar installers in Pennsylvania must be registered as home improvement contractors. The registration number must appear on the contract. If your installer was not registered, or if the number is missing, the contract may be unenforceable.
